On The Innovative Development Policy Of Service Outsourcing Industry In Changsha-Zhuzhou-Xiangtan

Under the influence of the international financial crisis, the development of the world economy keeps slowing down. Many foreign companies choose to reduce the running cost by service outsourcing, which accelerates the transfer of the global modern service industry from the developed countries to the developing countries and provides a significant opportunity for the international service outsourcing industry. In the"Twelfth Five-Year Plan", the government clearly proposes that we should take the development of the service industry as the strategic key point on the upgrading of the industrial structure, and take the development of the service outsourcing industry as an important way to increase the service export, expand the opening-up of the service industry, and improve the structure of China's foreign trade.The Changsha-Zhuzhou-Xiangtan (referred to as CZT) urban agglomeration, as the synthetically coordinated reform testing district of the national resource-conserving and environment-friendly society construction of our country, should have a clear realization of their own current situation, then hold the opportunity of the international service outsourcing industrial transfer actively and integrate the development of the regional service outsourcing industry with the construction of the two-oriented society, upgrade the industrial structure by developing the service outsourcing industry, finally speed up the construction of the two-oriented society and the rise of central China.This paper selects the CZT urban agglomeration as the major object, combines theory and practice, as well as combining qualitative and quantitative research to study the development of the service outsourcing industry in CZT urban agglomeration. The whole article is divided into five parts. Part I mainly introduces the background and significance of the study, topic,the current research both at home and abroad,research methods, and the main innovation points of this paper.Part II elaborates the definition, classification, motives and the related relevant theories such as transaction cost theory, comparative advantage theory, diamond theory, value chain theory, international division of labor theory, industrial cluster theory and so on. Part III describes the current development status and trends of the international service outsourcing industry. Part IV analyses the strengths, opportunities, threatens and problems for the development of the service outsourcing industry in CZT urban agglomeration, and points out the main problems must be solved. Part V puts forward some policy suggestions such as establishing the CTZ national"two-oriented"society construction pilot area service outsourcing industry association, building the CTZ service outsourcing brand, improving the statistic and evaluation system of the regional service outsourcing and so on. And part VI is the conclusion of this paper.
