Two-oriented Society Construction Theory And System Mechanism Innovative Research

Wuhan City Circle "Two-oriented Society" Construction Comprehensive Reforming Experimental Zone is proposed with the background of comprehensively implementing the Scientific Outlook on Development, accelerating the reform and opening up, speeding up the economic growth way and constructing the socialist harmonious society. Then it is approved and implemented, becoming the important component part of the overall national strategic plan. This research focuses on the theoretical research of the "Two-oriented Society" Construction, profoundly analyzed the necessity of the "Two-oriented Society" Construction and the guiding meaning of the Innovation Theory toward the "Two-oriented Society" Construction. This dissertation then proposed certain "Two-oriented Society" Construction innovative systems and mechanisms. The entire dissertation is divided into eight parts to carry out the research on the "Two-oriented Society" Construction theories and the systems, mechanisms innovative problems.The first chapter introduces the research background and elucidates the goal and meaning of this dissertation. According to the research content, it has a comprehensive literature view of the abroad and home experts. Then it proposes the dissertation’s research frame and main contents and summarizes the potential innovative achievements of the dissertation.The second chapter elucidates the theoretical basis. This chapter systematically analyzes the forming history of the "Two-oriented" Society. Then it expatiates that the Scientific Outlook on Development is the leading theory and functions as the guide in the process of the "Two-oriented Society" construction.The third chapter elaborately analyzes the current China Nation situation from five aspects including population, resource, environment, development phase and socialist system choice and based on these aspects to propose that the "Two-oriented Society" is the reasonable choice consistent with China current situation.The fourth chapter expatiates the urbanization and industrialization experiences and lessons during China socialist construction process to prove that the "Two-oriented Society" is the scientific summary towards China socialist practice and expatiates the necessity of the "Two-oriented Society" construction.The fifth chapter arrives at the conclusion that the "Two-oriented Society" is the definite choice of China towards the international experiences and lessons. The sixth Chapter expatiates that the system and mechanism of the "Two-oriented Society" construction innovation is the fundamental purpose, then to discover that the system and mechanism constructing lies a lot in the "Two-oriented Society" This dissertation then demonstrates that the system and mechanism innovation is the main impetus to promote the development and that constructing the "Two-oriented Society" lies a lot in the system and mechanism innovation.The seventh Chapter considers the Wuhan City Circle as the example to select the four cases including the Huaxin Mode, New Yegang Mode, Wuhan Water Project and Xianhong Experimental Zone to empirically demonstrate and analyze the "Two-oriented Society" Construction "Wuhan Mode" experiences.The eighth Chapter proposes the innovative "Two-oriented Society" construction system and mechanism innovation suggestions, mainly including through combining the systems and mechanisms with "Production Enterprise, Demand Market, Science and Education Resources and Government Resources" to develop the energy preserving and environment protection enterprises; through combined "large-medium-small" recycling systems and mechanisms innovations to develop the recycling economy; through "returning the benefits to the people and sending back the rights to the system and mechanism innovation to constrain government behaviors to realize the natural resources allocation marketization and the environmental protection system scientization; through "setting up the environmental police and the environmental court" to increase the efforts to the environmental protection.
