| Under the overall background of my country’s overall economic transition from high-speed growth to high-quality development,our country’s foreign-funded economy is also facing a transition from quantity to quality in the current and future development process.As an important spatial carrier of our country’s regional economic development,how to improve the quality of foreign direct investment in cities has become a hotly debated and urgent problem.Therefore,it is necessary to build an index system of ‘FDI quality’ under a new development pattern,and to quantitatively measure and evaluate FDI quality,so as to point out the direction for the future development of our country’s cities.Further,when innovation continues to contribute to the high-quality development of our country’s economy,can the "innovative city pilot" policy implemented at the city level as a national innovation-driven development strategy also make positive contributions to this transformation of our urban FDI? Whether it can play a positive role in promoting the improvement of its quality ? These issues needs further systematic analysis and research.Taking this as the starting point,this dissertation firstly describes the recent construction situation of innovative cities in our country and the development of foreign direct investment and its quality in our country.At the same time,it defines the indicator of "FDI quality" based on the background of the new era and the new development pattern.Then,based on the location advantage theory,the international production compromise theory and other related theories,from the perspective of urban enterprise innovation ability,regional human capital level and regional economic agglomeration degree,a theoretical analysis is carried out on the impact mechanism of the policy effect of the article,in order to provide a solid theoretical basis for the subsequent empirical research and policy recommendations.In terms of empirical research,the article focuses on the panel data of 267prefecture-level cities in our country from 2003 to 2017,and uses the multi-period double-difference method to study and verify whether the pilot policy of innovative cities can play a certain role in promoting the improvement of regional FDI quality.The results of its research show that the pilot policy of innovative cities plays a significant role in promoting the quality of regional FDI.Further analysis shows that the policy can improve the quality of regional FDI through different intermediary variables such as the innovation ability of enterprises,the level of human capital and the degree of economic agglomeration.In addition,due to the existence of urban differences,during the implementation of the innovative urban pilot policy,cities’different regions,different administrative levels,different population sizes,and other factors will have some influence on the policy effects.Therefore,the research conclusions of this paper provide important support for evaluating the net effect of innovative city construction,and also provide certain suggestions for the governments on how to use this typical regional-level innovation policy to improve the regional FDI quality... |
