On The Development Of Park Economy About Chang—Zhu—Tan Area Under The Construction Background Of "two-oriented" Society

Nowadays, economics zonation, Park industrialization and industrial agglomera -tion have become a new trend of the world economic development. The effect of scale economcies made by Park economy and its significant role which plays in regional economy have been attracting more and more attention. The enterprises gathering in Parks, can improve the comprehensive utilization of resources and can promote to construct the"two-oriented"society. The construction of"two-oriented"society is mean to impove resources utilization and reduce the pollution of the environment. It asks for dealing with the relationship among the development, source and environment correctly, and it provides theoretical basis for the development of Park economy, guides Park economy to the right way. meanwhile, The construction of"two-oriented"society is good to recycling economy and vigorously advocates"reducing-reusing-recycling"for the principle of economic development mode. It also asks enterprises in Parks to improve efficiency of resource utilization, reduces pollution to the environment, and promotes Park economy insisting on strategy of sustainable development.Chang—Zhu—Tan Area, which has four national level Parks and fourteen provincial parks, was granted as a test site under the Construction Background of"two-oriented"society by State Council in 2007. From Status of Parks development of Chang—Zhu—Tan Area in recent years, we can see that Parks have good economic returns, and have made very large contribution to the whole province economy. However, there are still many problems in Parks development of Chang—Zhu—Tan Area, such as the orientation of Parks not clear, irrational industrial structure, the industrial connection not strong, etc. This paper combines theories of industrial cluster,"two-oriented"society with Park ecnomy, analyzes the relationship between Park economy and construction of"two-oriented"society from the meaning of"two-oriented"society, the Park's running mechanisms and economic effect, focuses on modes of Park development at home and abroad, and points out its meaning to the development of Chang—Zhu—Tan Parks. And then, based on the present situation and problems about the development of Chang—Zhu—Tan Parks, this paper constructs a comprehensive evaluation system to valuing Park development under the construction of"two-oriented"society. At last, this paper gives some useful suggestions to the future development of Parks in Chang—Zhu—Tan Area.Based on the related literature at home and abroad, This paper researchs development of Chang—Zhu—Tan Park economy under the construction of"two-oriented"society, and proposes to develop new industry, which can promote to construct"two-oriented"society. furthermore, this paper suggests Chang—Zhu—Tan Park developing recycling economy on the mode of"resources-products- renewable resources- regeneration product", putting forward to improving the land resources utilization efficiency and reducing emissions of "three wastes", strengthening talents and technology innovation, and then improving the overall competitiveness of Chang—Zhu—Tan Parks.
