National innovative city pilot policy is a progressive innovation policy,which has a profound impact on urban development and regional collaborative innovation.Industryuniversity-research cooperation is an important innovation carrier in collaborative development.Compared with the innovation of a single subject,it can improve the R&D ability of enterprises,accelerate the transformation of achievements,and optimize the industrial structure.How to characterize the capacity of industry-university-research cooperation is an urgent problem to be solved.The largest number of pilot cities is the Yangtze River Delta urban agglomeration.Therefore,this thesis takes the sample data of 26 cities in the Yangtze River Delta from 2005 to 2020 to deeply study the impact of pilot policies of innovative cities on industry-university-research cooperation innovation,so as to provide path selection for promoting collaborative innovation in the Yangtze River Delta.Firstly,this thesis sorts out the literature related to the pilot policies of innovative cities and the innovation of industry-university-research cooperation,and describes the innovation capability of industry-university-research cooperation from the perspectives of network structure and innovation efficiency.Based on the data of industry-universityresearch joint patent in the Yangtze River Delta urban agglomeration,this thesis uses the method of social network analysis to quantitatively analyze the network characteristics of industry-university-research cooperation.From the input and output of innovation,a scientific and feasible evaluation index system is constructed,and the innovation efficiency of IU-R is further decomposed into the efficiency of IU-R research and the efficiency of IU-R achievement transformation.Then,establish more policy evaluation phase double difference model,through the classified samples study city administrative levels,different provinces innovative pilot city policy analysis on the heterogeneity of innovation efficiency study using a mediation effect test analyzes the innovative pilot city policy impact on the efficiency of production,innovation mechanism and path.Finally,the spatial effects of pilot policies in innovative cities are analyzed by using a spatial multi-period differential model based on the spatial proximity weight matrix and the endogenous spatio-temporal weight matrix.The conclusions of this thesis are as follows: First,from the perspective of the characteristics of the industry-university-research cooperation network,from 2005 to2020,the structure of the industry-university-research cooperation network in the Yangtze River Delta has changed from insignificant to complex and diversified,with innovative main institutions occupying the core position of the network.The intensity of cooperation between cities is gradually increasing,and the control ability of the network is also being strengthened.From the perspective of industry-university-research innovation efficiency,the overall R&D efficiency and achievement transformation efficiency of the Yangtze River Delta region have not reached the optimal state,and the achievement transformation efficiency is always lower than the R&D efficiency.There are significant differences in the innovation efficiency between provinces and cities.In terms of provinces,Jiangsu Province has the highest innovation efficiency,while Anhui Province has the lowest innovation efficiency.In terms of cities,Shanghai has the highest innovation efficiency,while Anqing has the lowest.Second,based on the analysis of the influencing mechanism of the pilot policies of innovative cities on the innovation efficiency of IU-R,the pilot policies of innovative cities promote the innovation efficiency of IU-R.The innovation efficiency of industry,university and research is divided into R&D efficiency and achievement transformation efficiency,and the influence of policy on its efficiency is studied respectively,which further verifies the promoting effect of policy.From the perspective of heterogeneity analysis,the policy effect of pilot policies on the innovation efficiency of industry,university and research is greater in provincial capitals than in non-provincial capitals.From the perspective of different provinces,the effect of pilot policies in Jiangsu on industry-university-research innovation is not obvious,and the policy in Zhejiang province has the greatest effect,followed by Anhui Province.From the analysis of mediating influence mechanism,it is observed that the cooperation intensity and the control ability of urban cooperation network have partial mediating effect in the influence mechanism.Thirdly,the implementation of the pilot policies of innovative cities can promote the innovation efficiency of industry,university and research,and the innovation efficiency of industry,university and research has a positive spatial spillover effect on the neighboring areas.From the perspective of R&D efficiency,innovative city pilot policies have no effect on the R&D efficiency of local industries,universities and research institutes,and their promotion effect on R&D efficiency is not significant,indicating that the long-term effect of the policy effect is not obvious.From the perspective of achievement transformation efficiency,innovative city pilot policies can promote the local achievement transformation efficiency.In terms of the spatial effect of innovative city pilot policies,during the R&D phase,due to the high level of R&D innovation in pilot cities,knowledge spills over to neighboring cities,thus driving the efficiency of industry-university-research research in neighboring cities.Achievements transformation stage,because the city under the impact of innovative pilot city policy,the initial resources endowment changed,relative to other cities,pilot cities in terms of talent,capital and other factors of production,have more advantages than before policy impact,will improve the efficiency of their own achievements,which inhibits achievements transformation efficiency of the neighborhood.The possible marginal contribution of this thesis is mainly reflected in the following aspects.Firstly,it evaluates the effect and influence of innovation-oriented urban pilot policies on innovation of industry-university-research institutes and enriches the research system of collaborative innovation in China.Second,the global Geary index ratio of industry-university-research innovation efficiency is used to construct the time weight matrix,which is combined with the neighboring weight by Kronecker product to form the spatio-temporal weight matrix,reflecting the change of policy in time and space. |
