The scientific communication system is an important component of the national innovation system and undertakes the important task of diffusing and spreading the scientific and technological knowledge.This article adopts a combining research method with literature study and practical study. On the basis of the analysis of the related concepts with the national system of scientific communication, the author analyzes the structure and function of the national system scientific communication. The national system of scientific communication is a network system, constituting by relevant organizations which take in hand the task of knowledge communication and technology dissemination, Its construct purpose is to bring the scientific and technological personals and relevant organizations of scientific communication into a complete entity, founding collaborative and interactive large-scale system and improving the overall efficiency of scientific communication, resolving the problems of science and technology with economic development out of line and low conversion rate of scientific and technological achievements and promoting sustainable development of the national scientific and technological innovation system. it has important theoretical and practical significance to strengthen the research of national system of scientific communication.The author analyzed the function,current situation and the problems of the system of scientific communication in China. Meanwhile a comparative study on the system of scientific communication in Britain, America, Japan and other developed countries. It should be noted that although China's sustained economic development, science and technology running smoothly, which provides material protection for the construction of the system of scientific communication. But there are still large gaps in the public scientific literacy compared with developed countries, which is not conducive to building the construction of the system of scientific communication in China.
