With the fast development of globalization, the enterprises are facing great pressures from home and abroad. The performance evaluation is becoming more and more important for enterprises. The productivity of the enterprises will depend on the success of the performance evaluation. The scientific performance mode will promote the change of enterprise's efficiency. Thus, it is an important way to adopt high efficient performance evaluation to realize the stable, harmonious and sustainable development.Recently, after analyzing all the internal and external factors and associating with the development situation, Harbin Turbine Company Limited put forward the strategic objective of "creating the Harbin Automobile brand, promoting the progress of globalization". In order to realize this objective, enterprises need to make great breakthrough in the key administration link—the performance evaluation. The research shows that the Harbin Turbine Company Limited uses the 360°performance as a scientific way to improve the performance evaluation situation. Moreover, Harbin Automobile Corporation plans to carry out the 360 performance evaluation to improve the activity of the staff and the productivity of the enterprise.This paper contains two parts. In the first part the author will introduce the mode of the 360°performance evaluation, the plan of its utilization and the quote of the related theory as a case and the support. In the second part, the author analyzes the situation of performance evaluation in Harbin Turbine Company Limited and use the 360°performance evaluation to analyze the performance evaluation in Harbin Turbine Company Limited. What's more, the author takes all the factors into consideration and the situation of the "all staff performance evaluation" and concludes the advantages and the facing problems of the 360°performance evaluation. At last, the author makes some suggestions about the soft environment, reducing cost, whole life circle administration, face-to-face feedback and perfection of the system.The implement of optimized 360 performance evaluation will provide reliable support on the achievement of stratigic objective of Harbin Turbine Company Limited and serve as a mode for the other sate-owned enterprises.
