As an important means to improve the management level and competitive advantage of enterprise, performance management has increasingly occupied a prominent position during the operation of an enterprise. Good performance evaluation can largely increase the performance level of employees, further to promote the improvement of enterprise’s overall performance. Due to the limitations of management mechanism and business model, effects of performance management of Chinese water supply companies are not so ideal. With the acceleration of reform in water supply industry, entrance of both domestic and foreign investments, and also the fierce industrial competitions, it is urgent for water supply companies to introduce one set of suitable, scientific and highly-efficient performance management system, further to improve the performance level of employees and enterprises, in accordance with the requirements of modern enterprise management.First of all, this paper illustrates the background of topic. As a traditionally and naturally monopolized enterprise, the water supply industry has been on the verge of reforming state-owned enterprises. There are many management problems and disadvantages, including setting position by employee, lack of efficient performance management system, employees without enthusiasm, low working efficiency, etc. As the case enterprise studied in this paper, F Water Supply Co., Ltd was a state-owned water supply company before the reform, which possesses most of the disadvantages as mentioned above. The lagging performance management has become the major obstacle to affect the development of F Water Supply Co., Ltd. It is urgent to improve the performance management system of the enterprise. Next, this paper illustrates the concepts of performance, performance evaluation, performance management and performance management system, mutual relationship and significance, and also enumerates four performance management methods and advantages&disadvantages, respectively are MBO, KPI, BSC and 360°evaluation method. On the basis of integrating theory of performance management and related literature, this paper concretely analyses the development situation of water supply industry in Jinan, introduces the general situation of F Water Supply Co., Ltd, and also discusses the organizational structure of company, age, degree and skills of employees. Through the way of questionnaire and interview, this paper makes deep investigations and researches on the performance management model executed by the enterprise, and also points out six major problems existing in the performance management. Subsequently, the paper specifically puts forward the design objective and guiding principle of the performance management program. By disintegrating and analyzing the overall performance objective of F Water Supply Co., Ltd, it consistently improves the post specification, combines the quantitative indicator with qualitative indicator, respectively sets the indicators for departments and individuals, and also well implements jobs of three key links, namely performance coaching and communication, performance evaluation and feedback, application of performance result, changes unreasonable performance management procedure of the enterprise, sets up a closed-loop performance management system including performance planning, performance implementation, performance evaluation, performance feedback and performance result, so as to ensure the overall performance management process to be more complete, with more obvious incentive function. Finally, combined with the practical situations of F Water Supply Co., Ltd, this paper makes an overall evaluation on the performance management system. Compared to the performance management enforced by the enterprise at present, the new scheme has eliminated the shortcomings of the previous performance management system, such as non-standard system, formalistic evaluation execution, lack of timely communication and feedback, insufficient utilization of the evaluation result. Meanwhile, it also objectively analyzes the supporting measures of the performance management system, and also the orientation for improvement.According to the actual situation of F Water Supply Co., Ltd, this paper organically integrates 360°Performance Evaluation, MBO with KPI. By studying the current performance evaluation system of the enterprise, it sets up a complete set of performance management program and scientific reasonable performance management system, specifies the management objectives of all departments, determines the key indicators, and also forms a performance management system composed of organization, department and individual. It is expected to solve problems existing in the performance management, do a good job of employee’s performance management objectively, fairly and efficiently. Through establishing and improving the rewards and punishment system, incentive mechanism and training system, the enterprise can gradually mobilize and stimulate the working enthusiasm and initiative of employees, consistently improve the cohesive force and competitiveness of the team, so as to realize the prospect of becoming first-class brand of water supply throughout the country as soon as possible.
