Effective performance evaluation system can improve employees' performance and help to fulfill the organizational objective. Nowadays, the competition in telecom market becomes fiercer than before. Therefore, the monopoly advantage of China Telecom did not exist any more. In the meantime, the single business model and outdated management system in China Telecom can not meet the requirements of the competition. Facing strategic transformation, China Telecom should build up an effective performance evaluation system to drive the realization of the strategic objective as soon as possible.Based on management principle and performance management theory, the text roundly and deeply analyzed the performance evaluation system of Jiangsu Telecom Xuzhou Branch. Regarding the weakness of the system, many advanced performance evaluation tools, such as KPI, MBO, 360°review, are introduced. Furthermore, combined with job analysis and corporate culture promotion, the solution for the system is provided, which offered powerful support for the implementation of performance evaluation.Through the point cut of performance evaluation, the management system is improved to solve the problem of corporation development, which will become an effective solution for improving performance or the transformation of state owned enterprises.
