In the field of urban management nowadays, the concept of three of ten construction,seven of ten management is deeply rooted in people's mind.As a method or mean of urban management and an advanced position of reforming the system of the administrative law-enforcing,urban management synthesis law enforcement played an improtant role in the city operation.since Xuanwu district in Beijing built the first pilot of urban management synthesis law enforcement in May,1997,the work of urban management synthesis law enforcement got great achievements over the development of more than ten years,but there also exist many new problems.The thought of urban management synthesis law enforcement in our country is the guiding theory of the urban management synthesis law enforcement work.There are great theoretical and practical meanings through interpreting this thought.Through systematically elaborating the basic theory and the background of the thought of urban management synthesis law enforcement, analyzing the practical experience in the reforming of synthesis administrative law-enforcing in Yiwu city, integrating theory with practice,this thesis comprehensively leverages the relative theories of uaban management, administrative law, administrative management and so on, analyses the problems that the urban management synthesis law enforcement work face and put forward some methods to further development of the thought of urban management synthesis law enforcement.So that to promote healthy development of urban management synthesis law enforcement work and give some suggestions to change the government's duties and deepen the reform of administrative law-enforcing system.
