However, as time goes on, a series of problems appear, such as, the water conservation law enforcement is dispersible; the law enforcement responsibility is not clear, the law enforcement division of labor is not clear and so on. These questions have been accumulating, causing the existing water administration law enforcement efficiency to be low; the administrative law enforcement system lacks the rigidity. In order to safeguard the development water conservation enterprise in Dongying, a professional supervising team should be set up to adapt to the modern administrative system.The water conservation synthesis law enforcement is to solve the strength disperses, high cost and low efficiency of the law enforcement. An administrative organization is set up, which is responsible for performing the administrative penalty, administrative levies, administrative permission and administrative supervision regulated by water laws, such as: "Water Law", "Flood prevention Law", "Law on the Conservation of Water and Soil", "River course Act of administration" and so on.The development of the administrative synthesis law enforcement has had the widespread influence to our country administration system and even the entire administration organizational reform. It has become the important content of the administration organizational reform. At present, the administrative synthesis law enforcement has expanded to the field of agriculture, the environmental protection and business management the city management outside the city administration. But little theoretical research has been done on the administrative synthesis law enforcement and on the water conservation synthesis law enforcement, which mainly concentrates in the city synthesis law enforcement. Lacking the theoretical instruction, the water conservation synthesis law enforcement will certainly be inefficient.From the developing background of water conservation synthesis law enforcement in Dongying, along with the practice and experience of water conservation synthesis law enforcement, this article has carried on the analysis to the reason of water conservation synthesis law enforcement. On the basis of public management and the administrative jurisprudence theory, this paper also illustrates the theory basis of the water conservation synthesis law enforcement in Dongying. Based on the effective experience of the water conservation synthesis and analysis to the existing problems, this article proposes four measures to improve the water conservation synthesis law enforcement: strengthening the organization system construction of the water conservation synthesis law enforcement from the administrative constitutive law; perfecting the mechanism of water conservation synthesis law enforcement; strengthening the troop construction of the water conservation synthesis law enforcement; establishing the perfect rules and regulations to foster the law enforcement environment. |
