Urban management is the major matter of urbanization and they go with each other. Urban management level can directly effect the speed and quality of urbanization. Urbanization level also shows the urban management level. In this big urbanization backgroud, city amount, the dramatic increase of the urban population bring the jam-packed traffic, environment pollution, vulnerable group employed difficulty a series of issue, these give our UME higher require.Secondly, analyse the current status of our UME will found the conflict between the executive officer and the being executived person were taking place frequently. Violenced execute the law also happen frequently, fall away the target of build up the harmonious society. Harmed the social stable and damage the relation between party and multitude, this also effect the image of the government.The third part is based on the analyse of the damage by violenced execute the law, taking deep study about the reason.
