Today, Corporate Social Responsibility (CSR) has become a hot issue that draws theattentions from all ranks of the society. Some large multinational corporations value thegreat importance of CSR, and take it as a quantified standard in the global productionchain. Compared with Western developed countries, researches on CSR in our country arerelatively late, and there is a long way to catch up with them. There, in many ways, stillexist unsolved issues and is lack of an effective promoting mechanism for socialresponsibility. Generally speaking, enterprises are unwilling to fulfill their socialresponsibilities actively, which means, in such situation, the government should play itsroles. Based on the concerns talked above, the thesis, from the perspective of economics,attempts to explore the roles of the government in promoting enterprises to perform theirsocial responsibilities and the strategies the former should take by applying the GameTheory (GT), which thus lays a foundation for our government to lead and supervise thelatter and to create a comprehensive regulatory structure.Firstly, this article describes current research on the corporate social responsibility athome and abroad, and then clarifies the concept and relevant theory of corporate socialresponsibility, laying the foundation for this study.Secondly, the thesis analyzes the extent to which the CSR is fulfilled, concerning theawareness and practices in our country. It describes the problems on CSR, and thendiscusses some related causes in terms of two points, namely, the lack of autonomy onenterprises' part and the loss of constraint on the government's part.Thirdly, a case about the protection of public resource environment, due to itstypicality, is discussed in the thesis. The results show, based on the analysis using theEndogenous Economic Growth Theory and the GT, that enterprises do not perform theirsocial responsibilities consciously. And then some effective strategies the governmentshould take to promote the carry-out of social responsibility can be derived, by setting upa game-theoretical model for the Supervision and Stimulation between the governmentand enterprises. Finally, based on the systematical analysis and other country's experience, a dualmechanism which contains the supervision mechanism and the Stimulation mechanism isestablished, with aim to ensure the role of the government in guiding and monitoringenterprises.
