Research On Cooperation Mechanism Of Enterprise Social Responsibility Performing Promoted By Government

Corporate social responsibility has been the focus of the academic and business circles since the1920s. In2010, the publishing of the ISO26000social responsibility guidelines opens the new era ofenterprise social responsibility. Countries and regions are trying to reach a consensus and undertakingsocial responsibility hand in hand together. In2012, the government issued central enterprise socialresponsibility management guide and China industrial enterprise social responsibility detailed rules,which carry forward the central enterprise social responsibility work, The latest industry socialresponsibility report of the China banking association also pointed out that it is necessary for thebanking financial institutions to strengthen social responsibility management. It indicates the Chineseenterprise social responsibility development pioneer enterprise and industry began to enter a newstage of social responsibility management. It is undeniable that there still exists quite a distancebetween China and the western countries in performing social responsibility, such as how to narrowdifferences, how to put social responsibility into practice is a significant important realistic problem.In view of the above background and problems, this paper analyzes the related literature at homeand abroad and relevant cases of domestic and international. According to the existing literature andthe related standard, it gives the definition of the concept of corporate social responsibility andcontents that the cooperation mechanism conveys. It analysis the development of the relation mode ofgovernment, enterprises, social CSR and the present situation of China’s social responsibility by usingthe reference of foreign experience, realizes it’s necessary for government to promote cooperationmechanism construction. Using game theory it analysis the social responsibility behavior ofgovernment, enterprises and society, concluded the best strategies for the central governmentmanagement. This paper holds that the construction of cooperation mechanism should follow fourprinciples of equality and win-win, effective communication, public welfare target, reasonable andlawful. This paper puts forward the approaches to cooperation mechanism, it concludes thatrespectively from the government and the public opinion to supervise cooperation CSR to perform,the government and enterprise cooperation norms and incentive enterprise social responsibility toperform, the government guide non-governmental organization and enterprise cooperation, innovationenterprise social responsibility to perform, the government cooperates with the non-governmentalorganization promoting enterprise social responsibility to perform.
