Since 1920s and 1930s, the concept of Corporate Social Responsibility, which produced in the early 20th century, gradually obtained the accreditation of western developed countries, with the proposal of stakeholder theory.And then it gradually developed into the corporate social responsibility movement over the world. After 1980s, the concept of corporate social responsibility has been recognized and accept in Chinese society. Chinese companies began to take social responsibility from charity, and currently the public think that the most important corporate social responsibilities include the guarantee of employee rights and interests, the protection of consumers’ rights and interests, environmental protection and resource utilization, etc.As service-oriented government, modern government has a dual identity-the manager of social affairs and the manager of state-owned assets. Then, when the government exercises its functions of public affairs manager and public service provider in the corporate social responsibility, it often uses the indirect intervention means, that is to say, it often manages the corporate social responsibilities by administrative, economic and legal regulating means, etc. But when the government participates into the corporate society responsibility implementations as the manager of the state-owned assets, its role is practitioner.Corporate social responsibility is an inevitable result of economic development and social progress, while it is the premise of promotion to economic and social further development. The Corporate Social Responsibility theory believes that the government, companies and social public are all stakeholders, so the corporate social responsibility construction activities need the joint of them; none of the three is dispensable. Companies take on the social responsibilities based on the inherent requirement of their survival and development while the social public require the companies to take on the social responsibilities based on the expectations to maintain their own rights and the public benefits. The government advocates and promotes corporate social responsibility activities and administrates the economy and society by the approaches of corporate social responsibility. The requirements are all based on the implementation of the society management function and public service function. The above all are important means and methods for the government to implement its economic and social development policies, balance the interests of all parties, resolve the social contradictions and realize the national economic and social development targets.Chinese economic and social structures and their developments are government-oriented model, and in corporate social responsibility activities government is also the leading force of corporate social responsibility, which is consistent to model. According to the real level of economic and social developments, according to the goal tasks and requirements of corporate social responsibility, combining the actual conditions of social responsibility the company bearing, considering the diversity factors of the main participant and their benefits, the government makes overall coordination, does classified guidance and promotes the corporate social responsibility constructions in order. So at present, it’s necessary to try to construct the institutional system of government implementations of corporate social responsibility, improve the policies and measures for the government to guide, motivate or regulate the corporate social responsibility, push forward the construction of corporate social responsibility, and promote the harmonious and sustainable developments of the economy and society.
