The reform of large corporation is a cosmopolitanism challenge。Formed under the deploy of national power system reform at the end of December in 2002, China Southern Power Grid(CSPG)is one of the two power grids in China.。It is a large state-owned enterprise based on the power grid assets in Guangxi province, Guizhou province and Yunnan province, belonging to Hainan province, Guangdong province and the State Grid Corporation of China; and focus on power grid operation.CSPG spanned a large area and it had significant differences between the East and the West after reformed。To guarantee sustainable development, CSPG should research and establish a unified salary system;thus can provide a backup for CSPG human resource strategy。The study for the building of the unified salary system provides not only a reference for decision of the development but also an important reference value for the salary system reform in China's large state-owned enterprises, while it has some certain significance for how to build salary systems for the same type of corporate restructuring of the world.This paper analyzed the salary development model of the state-owned enterprise, explored the matching problems between the internal salary system reform of state-owned enterprises and the modern management system in our macro existing distribution system. Meanwhile, It had a study for building the principles, procedures and methods for the salary system construction in the government-led restructuring process of the large enterprises, it also made a preliminary research on Broadband Salary, Multi-grade Channel Development, KPI Index System and Balanced Scorecard, etc.。modern management tools to find more effective applications for the salary system in the internal state-owned enterprises.It concludes that CSPG must adjust the existing salary structures and distribution systems of the former sub-corporations, to make clear the construction idea and development of salary system, to unify all the salary systems into the same mode, with "Different Salaries for One Post" as core concept, to construct the CSPG salary system which takes staff performance evaluation, insurance, and welfare into account.
