With the deepening and developing of China's market economy reform,the human capital resource gradually becomes the core resources in enterprise survival and development.The pay incentive is indeed the most effective and the most fundamental means to stimulate the human capitals to play roles.And a scientific and rational system of pay incentives also becomes the key to play.Based on the problem analysis of the state-owned enterprises pay system,this paper points out the need for pay reform and researches the objectives,principles and processes of the remuneration design,synthetically utilizing the relevant theory of the pay administration.According to the different types of staff in state-owned enterprises and the nature of the work,the author adopts the six steps of salary design to plan a set of pay system in line with actual demand of state-owned enterprises.At the same time, the author also carries out a detailed analysis and verification,combing with variable capital of Tianwei baobian Electric Co.,Ltd.in Baoding to enhance the practicality of the program.
