The wage system is very complex, chaotic and highly non-uniform in Old China.The Grade wage system and supply system coexist in Republic of China. The Northern Government and the subsequent Nanjing National Government promulgated laws and regulations on grade wage system. The Chinese Nationalist Party promulgated the "Civilian officials and other official pension table" after it become the rule. According to the Officials’ Salary Table, civil servants and teachers, and enterprises have developed their own level wage.For the Chinese Communist Party and its Liberated Areas, the Chinese Communist government and military personnel is a supply system. The enterprise of Liberated Areas is the implementation of the supply system, payroll system or part of the supply part of the wage system. Later in the war of liberation, the People’s Liberation Army gradually occupy a dominant position, the Communist Party of China has occupied more and more cities. The CPC entered the city from rural areas continue to adjust their wage policy, promulgated a series of policy directions to guide and deal with the problem of the wages of the newly liberated areas. Comprehensive practical experience in the liberated areas, the CCP established the original salary to the original post as the basis to develop a new wage standards.April 23,1949, Nanjing was liberated. Nanjing Military Control Commission and the Nanjing municipal government and other organs of state power have been established,and then start to deal with the problem of wage. The wage problem is basically solved after the liberation of Nanjing.The Nanjing enacted in June after the liberation of the new wage standard will apply mainly to the civil servants and teachers, public enterprises. For the wages of the private sector, from both employers and employees in accordance with the principles of "both can benefit, development of production"to solve the wage. Private Wynn Ya plant, the largest private enterprises at that time,the question of wages by employers and employees meeting negotiation and signing a collective bargaining agreement is resolved. Therefore, the wage policy is not stable.From the trend of historical development, the wage system to replace the supply system is an inevitable trend. But because the war is still continued and many cities have just been liberation, the government does not have the conditions for nationwide wage system reform. Thus the wage system and the supply system is still coexist.
