Middle-level managers are backbones of enterprise, who play a linking central role. With the deep-going of electric power system reform, how the power companies establish a scientific and comprehensive evaluation system of middle managers becomes necessary means by which power companies strengthen internal management and control, and establish internal management system according to the market economy's requirement.This paper focuses on the performance appraisal of middle-level managers in city power companies. Combined with performance appraisal theory modern research results, we analyze company's middle-level management team status and assessment administration. By a large number of interviews, empirical investigation and analysis, we analyze in-depth the current problems and shortcomings of the assess of middle managers. Dealing with the existed problems, I proposed a re-design principles and objective program for middle -level managers. Combined with the reality, we build the annual evaluation, assessment and selection and appointment of quarterly assessment, which are the three major systems, and establish evaluation index system including the establishment of performance, attitude, ability, behavior, and introduce management by objectives, factor evaluation, 360 degree assessment method, paired comparison method and other assessment methods, and further clarify the assessment of the basic procedures, and establish a good communication mechanism for performance appraisal feedback and broaden the scope of application of evaluation results. Meanwhile, this paper also compared the old and new assessment program, analyze problems that the new program may solve, and possible problems and the implementation of conditions, and come to specific conclusions, and realize the power of corporate middle managers and city performance re-assessment program designed, and it is of important practical significance to further develop the company's good performance management work. It is of reference and reference value for performance management of other state-owned enterprises, especially for large state-owned enterprise.
