With the implementation of the national reform of power industry, increasing competition exsists in the power industry. Middle managers in the electric power enterprise, as the core talents, are responsible for improving business performance and building the core competence to meet the intense competition in the market. Currently, the performance appraisal of middle managers in many electric power enterprises is still limited to traditional performance evaluation methods. Therefore, based on the current performance evaluation in the electric power enterprises, re-studying and re-designing performance appraisal system has important practical significance.In this paper, taking Liaohe Electric Power Group Corporation for the study, according to the logic circuit that comes up with questions firstly, then analyzes the problem, and finally solves the problem to identify and analyze the problem of the Liaohe Power Group Corporation's performance evaluation program during implementation. After finishing the theory of performance evaluation in recent ten years, the paper establishes indicators of performance appraisal system by introducing Balanced Score Card (BSC) Framework and the 360 degree feedback, eventurally, designes performance appraisal programs of middle management adapting to the development of Liaohe Electric Power Group Corporation of needs.This paper tries to re-think and design the performance appraisal program of middle managers in order to achieve objective and fair assessment of the performance, encouraging middle managers to continue to be self-improvement, improve performance, and promote Liaohe Electric Power Group to enhance overall performance.
