Automatic Examination System Of Entry-Exit Inspection And Quarantine

From the study of professional work and information technology of entry-exit inspection and quarantine, this paper proposes a new model of automatic examination by means of information technology. Accepting inspection application and examination is the first and crucial step in the professional work of entry-exit inspection and quarantine. At present artificial examination is universally adopted by administrations of entry-exit inspection and quarantine in China. However, with the rapid growth of foreign trade after China's entry to WTO, the model of artificial examination is hard to solve the conflict between fast customs and strict supervision. Besides, the old model has the problem of high flexibility, high error rate and too much power of discretion. Therefore it is very necessary and urgent to find a new and more scientific model of examination in order to better serve the foreign trade development and guarantee the strict supervision of entry-exit inspection and quarantine.By adopting the methods of document study, survey study and empirical study, this paper puts forward a whole new model of automatic examination by means of information technology, based on the examination regulations, supported by computerized automatic processing, ensured by effective monitoring and control. To begin with, the paper briefly analyses the general situation, professional work and present problems of entry-exit inspection and quarantine in China and the current research situation both at home and abroad, then the outline and method of this research is established. Next, the paper introduces the design scheme for management software system in this research and the design model of the establishment of rule engine and monitoring project form. Finally, the result of the research has been evaluated, summarized and forecasted. Meanwhile, directions for future research have also been proposed.Based on this research, the automatic examination by means of computer system is realized. In this way, we can unify law enforcement, normalize the power of discretion, and provide detailed accurate feasible standards and basis for law enforcement officials. As for the low-risk goods, we can use computer system to finish automatic examination. Having changed the old model of low-level artificial examination, it is beneficial to improve the function advantages such as administration and final check-up of CIQ department and the information level of inspection and quarantine. It also helps to achieve the fast-customs objective of "raising speed, lightening burden, improving efficiency, strict supervision". It is a useful attempt on supervision model innovation of inspection and quarantine.
