This paper introduces a company - Quanzhou HA Power Engineering Company (QHAPEC), which is a private-owned enterprise stocked by staff of Quanzhou Power Supply Bureau. Its core business is construct and debugging power transmission and transforming engineering under 110kV with the third grade Qualification. Its service scope includes power dispatching and custom supporting engineering in Quanzhou Luojiang and Quangang two districts.With the system reform of separation core business from diversified economy in power supply industry QHAPEC faces strong challenge of surviving and development. As the same time, more and more customs and other power engineering enterprises claim competition. This paper tries to study and formulate the strategic of QHAPEC, in order to locate the main threats, opportunities and find a sustainable-development way out. In addition, we hope to suppose a reform thought for other similar enterprises.In this paper, PEST analysis and five forces model are used to analyze the macro environment, reform policy, law restrictions and industrial structure. Through analyzes the inner resources and core capabilities of QHAPEC, this paper supposes SWOT analysis conclusion. By applying GE Matrix, this paper analyzes and contrasts the typical business of QHAPEC, and chooses the specific business areas, and decides the strategy: abandon the high-voltage engineering, focus on business under 10 kV, execute SO development strategy along a low cost competition route.By applying the system reform results of separation core business from diversified economy, five key guarantees are token to executes the strategy: Property-structure designing, Organization structure, HR strategy, business outsourcing, ECC (Enterprise culture construction).This paper also suggests QHAPEC may take vertical integration strategy, to enter power equipment manufacturing and engineering design areas, develop on a route of total contracting and group growing strategy.
