With the rapid development of the tourism economy in China, how to obtain a long-term competitive advantage in the increasingly competitive market has become a problem which needs to be settled urgently. More and more concern has been given to the issue of the core competitiveness of tourism enterprises by both the tourism industry and the academic circles. The travel agency industry, being in a leading position, has particularly revealed its problems during the course of developing its core competitiveness. On one hand, as a service industry, the travel agency industry displays its own characteristics in terms of fostering and improving its core competitiveness, those traditional theories on core competitiveness therefore only exerts limited directive functions on it, on the other hand, because the sightseeing activities bear a strong sense of locality, and the development of a travel agency will inevitably be influenced by the related management department and the market demand, so to certain travel agencies located in a certain area, the formation and development of their core competitiveness bear certain similarities.This article studies the travel agencies in Anhui province. Beginning from the present state and problems, an in-depth research has been made on their core competitiveness. The article is divided into six chapters:the first chapter tells the topic-choosing background, the meaning of doing so, and puts forward the main contentions; the second chapter gives a comprehensive description of the development course of the enterprises'core competitiveness and of basic theories, based on these, the author puts forward the concept of the core competitiveness of a travel agency and the characteristics of the core competitiveness. Making use of a "five-force" model, the author has made a concise analysis of the competitive factors of the travel agency industry; the third chapter analyzes the development circumstances which the travel agencies in Anhui are now facing, names the problems and obstacles in developing Anhui's travel agencies'core competitiveness; the fourth chapter tells the means and ways of developing the core competitiveness of the travel agencies in Anhui, the main ways being establishing effective enterprise-value chains, forming study-type organizations, technical innovations, making use of the outside resources as a supplement; the fifth chapter researches the issue of upgrading the core competitiveness of a travel agency, on one hand, from the point of view of the management department of the government, a better managerial system and development environment should be provided, on the other hand, from the insiders'strategic point of view, there are four ways to improve the core competitiveness of a travel agency:the construction of a brand name, the innovation in tourist products, the organization of the staff members, the establishment of an enterprise culture; the sixth chapter presents a summary and puts forward the new viewpoints and those shortcomings.Through a careful analysis, this article aims at perceiving and understanding the formation and influential factors of the core competitiveness of the travel agencies in Anhui province. The author hopes that her ideas will somehow work in practice, will help the travel agencies in Anhui create competitive advantages, therefore contributing a lot to the development of Anhui's tourism industry during "the twelfth five-year plan" period.
