| Since reform and opening up, the reform of the cultural system has been in the tense. From1978, it has gone through more than thirty years during the period through three stages, the first phase of the reflection period (1978-1992), the second phase of the exploration period (1993-2002), the third stage of the period (2002-present), and by2010, the cultural system is pushed into the full swing period.Journals, an important component of cultural camp is also blocked to the market by reforming irreversible trend. The State press and Publications Department and the State Council has followed the relevant views and policies on the journal system respectively.April2009, The State press and Publications Department issued a "further advance reform of Press and Publication of guidance", the restructuring of Journal for the highlight, to set down commercial newspapers conversion program is to promote the business newspaper and journals to conversion slowly.This shows that the conversion of the journal will be kicked off.Hunan Province is a cultural province located in central territory of China, it has122scientific journals, accounting for2.56%of the national scientific and technical journals,to the end of2007, China's scientific and technical journals has reached about5100species.The journals are involved in many industries, the organizers are complex, summarized with the words of experts is small, scattered and weak. However, the situation is bound to the whole body, small but perfectly formed, so the restructuring of scientific journals of Hunan Province has been attened in the same concern.In this paper, from the history and present situation Hunan Science and Technology Journal has analyzed the location of Hunan Province in China and international scientific journals and advanced scientific journals in the proposed restructuring of Hunan Province in the path of observation and thinking, drawing on the mode of operation of foreign scientific and technological societies. |
