As China's mobile communications market is becoming more competitive, urban market has become saturated, and products from different operators has become more homogenized. In order to expand market share, developing the rural market has become the focus of mobile operators. It is necessary to build a county-level integrated management system, which uses data of the base station traffic, population density, consumption levels, the base station for the rural market base station construction and operating room building. The system can be used to manage base station deployment, volume expansion and reduction, electricity, personnel information and daily expenses, to achieve improve information technology, automation and efficiency results, no doubt is necessary.But so far, there is no such a county level system that manages mobile company's business in a unified way and integrates data from different systems. In this thesis, from the combined view of the mobile communications call analysis and marketing analysis, we find potential customers and make customized service package through call analysis, and carry out sophisticated marketing strategy by considering of local economic conditions, culture, business needs, and then achieve the goal of expanding market share.Based on analysis of a mobile branch of the county organization and the business partition, this thesis presents the integrated management information system's architecture design, function model, functional process design and database design. System helps decision-makers to select location of base stations and select location of operating room by analyzing the base station unit of days, weeks, months, and 19 points during busy traffic, combined with the region's population density, per capita income, consumption, distribution of service points, base stations, and enhances the capacity of integrated services to rural markets, and promote rational planning, and improves the base station construction planning.The system has been deployed in a county-level mobile branch company. Because of the use of effective, this system has adopted in another county-level mobile branch company.
