As the Telecommunication Industry develops vigorously and user groups of voice service are at near to full capacity day by day, value-added data service becomes a new profit growth point for net work operators in the coming 3G age. Make full use of the present marketing channels of traditional voice service to popularize the use of data service and master these resources becomes a hot issue which each Telecommunication Operator should consider on urgently. This thesis presents a design and implementation of value-added service rewards system on the base of various business needs from Yongzhou Mobile.The thesis analyzes the developmental characteristics of Mobile Value-added Service and current communication supporting technologies at first. Then, it presents the developmental tendency and technical prospect of the Mobile Value-added Service in our country. By research of advantages and disadvantages of the J2EE platform and MVC software design model, it presents a value-added service rewards platform of Yongzhou Mobile which is based on the Struts+Sprlng framework in the thesis. In the following, proceed from the demand analysis of the Mobile Value-added Service and business scope of management, roles related with the platform are defined and analyzed in this paper. It also designs a system structure of developmental platform of the Mobile Value-added Service. Then it discusses each model of system structure as well as their functions. At last, the paper depicts the design and implementation in detail on the Mobile Value-added Services rewards system functions of document management, rewards report, definition of rewards rules, rewards evaluation, rewards exchange, statistics query and so on.The results of on-line tests of the system show that the Yongzhou Mobile Value-added Services rewards system has many advantages as friendly user interface, easy operation, full function and so on. Meanwhile, it can also improve precision of marketing as well as quality of the Value-added Service in Yongzhou city and reduce the number of complaints about this service. The system will meet the needs of 3G Mobile Communication's development and creats more social and economic benefits for Yongzhou Mobile Branch Company as well.
