With the economy in rapid development, the environment problems in many cities begin exhibiting their weights, which brings the needs of preventing sudden environment pollution accidents and enhancing abilities of dealing such accidents. Therefore, it is indispensable work in the field of environment supervision and environment protection that to strengthen the emergency supervision over sudden environment pollution accidents of pollutant discharging enterprises., to develop feasible supervising platform of environment accidents, to promptly forecast the level of pollution.Pollution Source Supervision Emergency Supporting Platform is a comprehensive emergency solution supporting system aiming at the sudden accidents in environment protection field. The platform fully utilizes the advanced computer and network technologies to help people achieve better control of sudden environment pollution accidents. The operation of the platform is mainly based on the application of Emergency Environment Supervision Vehicle in daily dealing of emergency businesses, combining effectively the emergency vehicles, emergency supervising equipments and other hardware with emergency knowledge library and other software, and providing work instruction and assistance for environment workers. The system has realized the integration of real-time information management, archive management, geography information supporting, imitation of environment pollution spreading, and suggestion provision on emergency, ensuring the smooth implementation of pollution emergency operations.Relying on concrete scientific and technical project and combining the practical situation of pollutant discharging enterprises. In Lishui City, this article makes a research on supervision emergency supporting platform for pollutant discharging enterprises.. With the references of present systems, the platform is developed with SOA (service Oriented Architecture). After constructing the systemic structure of the system, combining theory research work, analyzing the key questions in the development process and integrating all the information databases, the platform enjoys good functions. The GIS (Geographic Information system) Application of this platform is based on the GIS basic software system, adopting the new technologies of geography information system and realizing the design for environment emergency supervision platform software.
