Education is the most important task to national prosperity, both in developed and developing countries; they will regard the nation's education as the cornerstone of national development. Moreover, in the process of education reform, how to assess the quality of teaching better in the education system is very important, especially in information and scientific today, the quality of teaching evaluation in the education system is increasing the proportion in education. In Western countries, because of their teaching evaluation study started earlier, they have now been formed their own national characteristics of the teaching evaluation methods, and software in this area have long been widely used in teaching evaluation. In China, due to special circumstances limit, we are still in the relatively backward stage in this respect. In order to improve the teaching quality assessment of China's educational level and to give a better guidance and education, the design of the evaluation of the special software already is urgently needed.This paper has a research and analysis to teaching quality evaluation of all middle and primary schools in Kuiwen district, and inspects the main primary and middle school of Kuiwen district, and has a visit to students and teaching and the teaching manager, analyzing the data collection, using the B/S development mode and JAVA technology to achieve teaching quality evaluation system.The system consists of information collection, information analysis, information inquiry and rights management of four modules, according to students, teachers, parents and schools to achieve sub-roles. Information collected in this region is mainly used for a variety of different schools of information is collected for future evaluation and analysis of data provide strong support. Basic content includes:school information, class information, teacher student information, and curriculum and examination information. Information analysis is mainly used for scientific analysis using a variety of methods to analyze information in the database, forming a useful analysis, mainly carried out by the school, according to the results and teachers, in different ways by county analysis. Information query module is mainly used for the analysis module which generates the analysis results of the integration to simple and efficient way to show in front of analysts, for the future to facilitate the re-analysis. Rights management achieves different roles for different permissions settings to ensure the system is highly efficient and stable operation.Now because the country pays more and more attention to the teaching quality evaluation, the development of this system has the theory and practice meaning. On the one hand, it makes the school and the teachers complete student information management conveniently and reduce students'maintenance time, as well as to improve the quality of teaching. On the other hand, it achieves the teaching quality evaluation, the electronic students. Thus, teachers are no longer facing boring paper evaluation form, and it has played a great guide reuse on education reform.
