Radio telecommunication technology has been applied widely in every field of society, and increased the development of the economy. Radio frequency is the foundation of all the radio telecommunication. However, as one of the national resources, radio frequency is limited. With the development of modern mobile telecommunication, the infinity of the demand of telecommunication user have in conflict with the limitation of the frequency resources, which must have be effectively administrated for more efficient utility. Frequency management must go through administrative supervise and technical measure which designs to ensure that radio telecommunication system and its equipments are able to be in effective operation without causing harmful interfere. Frequency management and assign are the important approaches for technical measure. Enhancing frequency management and electromagnetic compatibility analysis, improving the utility ratio of frequency, avoiding producing harmful interfere, and increasing the development of social economy have become the urgent tasks that need to be solved by the radio management department.This paper discuss the Frequency management of land mobile radio communication system which the operation below IGHz (VHF and UHF) frequency range. In mobile communication system, the radio mainly propagates through spacial wave ,troposphere dispersion ,diffraction and direct transmission under effect from massifs ,lakes ,woods ,buildings and so on. It may face various interferences during normal operation, including interference by same frequency, by neighboring channel and by intermodulation, etc. So when allotting frequency, all these interferences should be analyzed and necessary protective measures should be taken. In order to fully utilize the frequency resource, we usually allot the same frequency in different areas ,and define covering area and sage distance for repeated use of same frequency . They are closely related to the lowest protective filed strength or the lowest protective power of the receive, multipath transmission, noise deterioration and communication probability, etc.The paper is organized as follows:?
