According to the staff of wide distribution, it chooses the B/S architecture design which based on JSP multilayer, and it adopts the MVC framework to complete technology development. In database design, using the free MySQL database; In software developing, using visualization software development platform My Eclipse which supports Struts, Spring and Hibernate, has realized the personnel and organizational structure management, the tobacco industry knowledge, expert management, project management, project reporting and other modules. In the area of security, the system adopts role management based on authority management to enhance system security. Through the external interface to provide query service, and the system of internal business processes to provide a complete interface to operate or query data, the system achieve internal and external data on the system of information sharing. This paper solves the key problems include the following:1,Combined with the current advanced unified software development process model, combining the method of object-oriented analysis and design and the unified modeling language to the innovation project management needs to carry on the detailed demand analysis and modeling, can be effective for innovation project management details for feedback and improvement project of innovation of business management mode.2,In the system architecture design, using J2EE software framework to realize the system maintainability, portability, expansibility. At the same time, import personnel, organization structure and other information of different business system into the system.3,The data from the existing business systems migrated to the new innovation system of business, data design should follow existing data structures, based on the data model definition data migration solution.
