Our civil aviation are facing more and more challenges from the outstanding airline companies in developed countries as our Reform and Opening is developing fast and deeply. So our civil aviation should accelerate their informationization contribution to improve their core competitiveness in order to keep their invincible position in the increasingly fierce market competition.Flight staff is one of the most important human resources in the airline companies. Every airline company should deal with such task--how to arrange the schedule for the flight crew. It is common and important in the operation processing. This is a matter of great significance for the companies to make scientific, rational and fair schedules for their staffs with the purpose of improving the staffs'motivation and increasing working efficiency. Staff assignment is a typical combination and optimization problem. It has features of large volume of data, complex situation, and many constraints. The current status is that most companies still use manual operation for staff assignment, but it can not guarantee maximum economical efficiency because of the wasting of time and low accuracy, so manual staff assignment can not satisfy the requirement for our development.Actual situations of Airline Company's schedule were considered in this thesis. In the condition of comfirmed flight plan, with the aim of balancing the flight mission, the relative systems is designed and developed on the basis of Civil Aviation Administration flight personnel regulatory requirements in the unit time. This system can arrange one week's flight plan based on the administrator input, with the aim of minimizing the difference of flight time. It is the computer that completes the assignment. Finally, assignment result proves this system is practical.During the early period of the alteration from human staff mission arrangement to computer staff mission arrangement, this system is suitable to be used, because it's simple and easy to use, low cost for development and easy to remain.
