The quality-oriented education and information development process are fully promoted with the rapid development of Internet technology. Network technology is applied in all aspects of people's life, work and learning, the access to information is not limited to classrooms, libraries and laboratories. Different from the traditional mode of education, to take the advantage of online education requires diverse and rich teaching information resources. Therefore, building a teaching resource management system is a top priority for developing network education.The campus network of domestic sports college is still in its infancy, it's lagging behind other comprehensive college in construction time, scale, capital investment and technical means. Because of the difference in teaching models, methods and content, the existing teaching resource management system could not be fully applied in the sports colleges.This paper summarizes the common problems of the existing teaching resource management system and the Status of management systems construction. Based on the analysis of Problems, taking a design and study work of the teaching resources management system of Harbin Institute of Physical Education, by analyzing the practice and function of the modules, the handling of all functions, the balance and consolidation of the overall structure, easy operation, easy management and system scalability, etc, aims to build a Harbin Institute of teaching resource management system.The teaching resource management system construction of Harbin Institute of Physical Education services as not only a platform for network teaching, but to some extent also a sharing resource for multi-campus.
