At present ,due to the great mount of different distributed information system in the eGovernment ,the "Information Island" currently underway to the application of eGovernment, and it has become the bottleneck of realizing of the rapid development of the field. The purpose of this thesis is to put the metadata theory into the eGovernment field. We apply it from the extraction of the information resources in the department to constitute the metadata management system that is the base of the catalogue service. The basic idea of this thesis is based on the concept that "metadata is data about data". It has systematically introduced the concepts, theories and methods of metadata into the Governmental information resources development field, and has established the Governmental information resources standards by studying the popular international Governmental information resources metadata and the unique aspects of the Governmental information resources in our nation. Meanwhile, the popular methods and technology of Governmental information resources searching are discussed, and established the framework of developing eGovernmental Metadata Management system.The system described in this paper uses the technology of metadata and XML to implement the function of data shared, which assure the original character of resource without any change in that metadata is good at describing the non-structural data and XML is extensible dynamically to describe structural data. The data shared platform that is based on metadata and XML, use comparative mature and advanced technology such as J2EE, further more the paper brings forward the technical construction based on the J2EE and XML by introduce the characteristics of the J2EE. The paper analyses the metadata management system of eGovernment concretely, then analyzes the model building and design of it, and last introduces some key techniques base on data exchange of XML in the J2EE.
