Electronic Chart Display and Information System (ECDIS) for its visual, intuitive, flexible application features used by more and more attention, is considered to be a great technological revolution after the radar/ARPA in the ship navigation. It is able to achieve planned route, the route monitoring, complete chart work, automatically record data, etc., greatly improving the navigation automation. At the same time, with people's requirements of shipping safety, efficiency and reliability increase, how to use marine meteorological information reasonably, efficiently, fast and intuitively become one of the important issues that countries eager to research. Ships use weather fax receiver to accept meteorological facsimile maps published by different weather stations for marine weather forecast. Put the weather information into the ECDIS, not only make navigation officer easily monitor the navigation status, but also monitor or predict sea and weather conditions around the ocean as much as possible to develop navigation plans and avoid risk, which has important practical significance for expanding the scope of ECDIS, improving the system's information processing capacity.In this paper, the author analysis of the theory and methods in putting the meteorological information into the electronic chart system based on the existing computer image processing technology and information recognition algorithm. Through digital recognition of meteorological facsimile maps, all the information in the graph with different types and different times were distilled meeting the accurate, hierarchical overlay weather information platform for electronic chart display to help solve the problem that meteorological information inquiry inconvenience, and low efficiency, which enlarges and enriches the function of the ECDIS.The author analysis of several commonly used noise reduction methods combined the characteristics of meteorological facsimile maps, presents a template and the combination of neighborhood average weather fax maps noise reduction method that project easy to implement, and carried out works to achieve. Using Hough transform and bilinear interpolation algorithm to achieve the fax maps slant correction. Advance a method that by identifying graph title of meteorological facsimile maps to determine the type of meteorological facsimile maps. Reference to electronic chart data format, the different weather fax map information are distilled and delaminated. Establish meteorological facsimile maps information data files under mother earth reference according to the different projection of fax maps. Analysis of the process of electronic chart display, studies conversion method from meteorological facsimile maps projection to electronic chart projection and designs to achieve.
