As a very important characteristic of the newfashioned weather facsimile receiver, the combination of the receiver system and image processing is one of the tendencies in the domain of future weather facsimile on the sea. The project overcomes many disadvantages of traditional form of the meteorological facsimile charts' receiving, such as hard to preserving, difficult to processing etc. And it enlarges the application range of meteorological facsimile charts. The deepness and the extent of weather imformation on the sea can also be enhanced in this project.The theories and techniques which are fit for the processing of meteorological facsimile charts have been studied based on the existing arithmetic of image processing and information recognizing in this paper. And the resaerch mainly deals with the pivotal problems which have not been solved. Solutions have also been proposed for many problems throught a mass of experimentations. There are six aspects talked about in this paper: Transforming raw image data to BMP bitmap files; Noise rejecting in many ways for meteorological facsimile charts which have been contaminated in the process of transmitting. And find a preferable way to deal with the nosie based on gray scale transforming; An approach for compression and decompression of black-white meteorological facsimile charts based on one dimension modified huffman code have been proposed and the results show that the method can satisfy the requirements of the ratio and rapid of the compression; Adding various colour to meteorological facsimile charts based on colourized theory; Farther improvement and complementarity have been carried out for the Vectorization of meteorological facsimile charts in the foundation of existing methods; At last,the paper tables a proposal on the superposition of meteorological facsimile charts and electronic charts from three aspects: Transforming between different reference frames,area calculating of superposition and displaying vector graphics in different layers etc.
