With the increasing number of ships and vessels development towards large-scale and high-speed, important waterway in the world become more crowded and marine accidents occur frequently. Marine environment and sail safety has been enormously threatened. In order to reduce maritime traffic accidents such as collision, aground, stranding etc, reduce casualties and property losses and protect marine environment, it is necessary to study better collision avoidance navigation system.ECDIS is a new modern maritime technology. ECDIS connects all kinds of navigation equipments through terminal interface. ECDIS processes real-time navigation information and displays comprehensively them. Therefore, ECDIS plays a significant role in ensuring safety and improving navigation efficiency. AIS is all-weather marine communication system which can transfer reliable information and has small blind zone. AIS has information networking ability of boat to shore, boat to boat and can display target nearby. At present, China has developed ECDIS and AIS products. AIS is important information source in developing collision avoidance system.Therefore, AIS message decoding and display on the ECDIS is key step. Based on this, the paper decodes AIS messages and display on ECDIS, and all messages are used in ship collision avoidance decision-making.The system is developed in Visual Studio 2008 with C# programming language.The hardware of AIS and ECDIS is connected and serial port is initialized. AIS message is decoded correctly according to IEC61162-2 and IEC61993-2 standards.The static and dynamic information are stored in the database of SQL Server 2005 which is accessed by ADO.NET.Simulation results show that the decoding and display system based on ECDIS has many advantages. The system can provide convenient service for VTS, improves efficiency of distress and provides convenient to the safe operation of the ship.At the last of the paper, the conclusion is that design method of the system is correct and feasible.
