With the rapid development of information technology, the development of computer and network technology to lead us into an online learning (e-learning) environment and enhance national competitiveness depends on the use of the network easy, learners cannot time and space constraints, in the shortest period of time to find the necessary resources. With the domestic power to carry out training in full swing, the curriculum resource development show a lot of problems, such as the various units of the development of their own repository, but also there to share difficult, poor reusability and duplication of development and other defects.Therefore, in order to solve the above problems, according to the Sichuan Electric Power Research Institute Technical Training Center of the practical requirements for the establishment of a line SCROM(Sharable Content Object Reference Model)marked substation training system. The system can meet the multimedia, remote training; assessment can be a wide range of needs, consolidating the power industry, training resources, training industry to improve power efficiency and profitability. This paper describes SCROM specification, SCORM standard is a reference to a range of industrial and technical organization of the existing technical specifications and design guidelines related to the reference model. Including SCROM content aggregation model and SCORM sequencing and navigation while the SCORM runtime environment are described, focusing on its API. Use SCROM standards, the training system for the analysis and design, then use the B / S advantages of the rapid development and deployment quick and easy maintainability and use JAVA, J2EE technology, the system has been achieved.
