Paper-based assessment methods, artificial style of the examination scores calculated, the results of statistical evaluation, not only increase the difficulty of management, but also increase the cost of management.This is the starting point of this study, the development of the system will be used to assist the quality examination management to realize the automatic management information.First, the paper discusses the background of this study, the Situation at home and abroad, and research value, analyses the current methods and techniques of developing information management system ,and then determine the technology which is used to build the system and the goal of the system. Finally, planed system development, completed feasibility study .On this basis, bsed on the information management system theory,deep into the personnel management department,completed requirement analysis,combined with a specific development technology,accomplished the overall design.After determining the system requirements,begin to process the detailed design of system,including requirements refinement,database planning,all process design. According to the page and logic layer design principles ,from the system's data layer, logic layer, presentation layer, respectively expand the specific design .Finally, this paper describes the system test cases, gives test results. Among them, evaluation object and examination authority were special focused.
