China is one of the world's countries with few worst natural disasters. Economic losses caused by natural disasters is increasing, which is an important factor having an impact on economic development and social stability. Economic losses and casualties caused by natural disasters occurred mainly in rural areas. If some farmers miss the evening weather broadcast, they will no longer get weather information. In rural areas, because labor jobs mainly happen outdoor, it is more difficult to get to the meteorological disaster warning information. If there is a disaster warning system, the losses caused by these disasters could be avoid or greatly reduced.Because the rural radio system is fairly complete, it is an effective way to solve the problem of getting broadcast weather warning information by using the existing rural settlement loudspeakers system "Last Mile". Through research and access to relevant technical information, a set of disastrous weather warning technology to solve the program is put forward. The program uses the existing mobile communication systems, combined with the local radio system and designs early warning information release system and embedded systems to achieve the severe weather warning.In this paper, the design of hardware system, the disaster weather warning system front-end equipment is designed by mainly using the embedded technology, the front end is responsible for running the Linux operating system, voice broadcast procedures as well as the GPRS information receiving program. The backend PC machine is running WINDOWS XP system and geographical information management system, real-time weather information management system and the early warning of disaster weather information issuance system. The system hardware platform is mainly composed of a main processor module ( S3C2410 ), GSM / GPRS module, USB module, FLASH module, NAND interface, I / O module, JTAG module, serial debugging module. And the system design of the key hardware module is selected. Front end equipment and back-end PC machine mainly use the GSM / GPRS communication technology to realize data transmission. In the system software design, the software structure is designed as three parts including drive layer, operating system layer and application layer. Then the embedded operating system is selected and transplantated. Finally, the system communication program is designed from the information transceiver mode design, main function, serial initialization, GPRS module initialization and other aspects. During the system testing and debugging, in the campus network environment has been tested. The system conforms to the functional requirements of application and the running performance of the system is also able to meet the long time uninterrupted for environmental monitoring requirements so that the disastrous weather forecast function implementation can be achieved.
