Our country is prone to natural calamities, and especilally the meteorological disasters.The property loss of meteorological disasters is up to 70% of the natural hazard loss as well as the direct economic loss is up to 3% to 6% of GNP. Therefore, it is necessary to popularize knowledge of meteorological, to improve public capacity in weather disasters. How to improve public defense's ability to weather disasters? There are three methods in this article: Frist, the public must first master the ways of meteorological disasters. Second, the public must know meteorological disasters in advance. Third, the forecasters must know the latest weather conditions and make accurate weather forecast by meteorological equipments and professional knowledge in weather forecast. The real-time meteorological monitoring, early warning and decision-making system is built in Jieyang City Bureau of Meteorology.The system realizes three functions.First,the data that the automatic weather station collected is analysed and processed,and the server-side development techniques asp.net and the client development techniques c# language can be used to develop a set of automatic early warning platform.Second,a platform for the release of SMS is established.The meteorological early warning information and the government's decision can be spread to all mobile phone users in time and quickly.Third,on the basis of the data of Shantou Weather Doppler Radar,the system achieves functions of downloading raw data,filtering false echoes,analyzing the echo strength,and generating an early warning message,which is automatically distributed to all levels of users, including the weather forecasters,to alert the attention of the duty forecasters,so that the weather forecaste information can be made in advance.The system development is based on B/S mode,using the Web as the center,and TCP/IP,HTTP transport protocol.Client access the Web and the background database via Web browser.However,this article only made a preliminary exploration of object-oriented approach to the development of component reusability and extensibility, and laid a foundation for the further development of the system.
