Based on the experiences of foreign airline companies, an meteorological assistant system can obviously improve the airline operation control capability and ensure flight safety in routine and emergency situations. In daily operation, in the case of typhoon, volcanic ash, severe turbulence, severe icing and other dangerous weather, the airline companies need to make decisions about releasing planes and operating control based on the dynamic weather forecast that is made according to the timely weather information provided with the assistance of the meteorological assistant system. With the rapid development of aviation meteorological services in China, aviation weather services cannot meet users' demand. On the one hand, aviation weather services are mainly designed according to the ICAO requirements and aim to provide only general-purpose weather products and services for all aviation weather information users in simple and outdated form. On the other hand, with the increase of flight number and the frequent occurrence of extreme weather, airline companies want elaborated, diversified, and customized weather services that can help them make better decisions. This article proposes the objective of constructing a user-oriented meteorological assistance system in order to meet airline companies' requirements on better weather services.This article illustrates the design and realization of a user-oriented meteorological assistant system based on in-depth analysis of the .NET framework and the ORACLE database technology. The main contents include:(1)Definition of an meteorological assistant system, which is concluded based on airline companies' requirements on meteorological products, meteorological information, and functions of the meteorological system in actual situations. In addition, this part introduces the design overview, design base, design principles, design objectives, and system software structure.(2)General design of the multi-layer architecture of the system. To be specific, the multi-layer structure, the database structure, the system function module, and the classified product computation based on decisions.(3)Details about the realization of the system, mainly, simultaneous collection and replication of data from different Oracle distributed databases, computation of aviation decision products based on meteorological theories, pre-warning services based on decisions, and information searching based on decision-making methods. This system helps realizing the following functions: aviation meteorology information query, aviation forecast figure query, automatic display of observation data, query and display of satellite and radar figures, monitoring and prewarning about airport weather, significant weather report, diagnosis and analysis of meteorological essences.
