Natural disasters, emergencies occur frequently since the21st century, emergency communications have drawn much attention of both researchers and organizations worldwide. Emergency communications is playing a more and more important role in reducing the loss of the country, protecting of national interests as well as protecting the safety of the people. With the development of emergency communication technology, the emergency communication network is becoming much more complex in structure as well as huge in scale, resulting in that the quality of emergency communication is highly dependent on the network management system.Emergency network management system is a light-weight system which performs normally in the case of very limited hardware resources. Both the server and the client of the emergency network management system can be deployed in a cross-platform manner, aiming at meeting the requirement of software resource is heavily limited in the emergency communication scenarios. According to the result of user behavior analysis, both hot and cold data separation technology have been used in order to ensure that the average response time of system can be limited to an user acceptable range.This thesis firstly introduces the related concepts about emergency communication and network management, and then describes the requirements of the network management system under the emergency communication environment. After providing an overall design of the network management system, this thesis also respectively describes the design and implementation of both the server and the agent in detail. As to the sever, an optimized control strategy was adopted. By developing proprietary light-weight and high-speed buffer system as well as adopting access control and training in rotation strategy, the system achieves a low-latency response time which is vital for emergency communications. For the agent, this thesis focuses its attention on the hierarchical design of agent and the virtualization of devices. Finally, state the functional Test of system. According to the information of the system managing, test the functions of performance management, fault management and configuration management.
