With the increasing threat caused by the current man-made and natural disasters, the modern communication systems should meet some new requirements, namely, how to establish a set of pre-disaster emergency communication support systems, and how to start work in response to the event of a disaster, and how to promptly transmit the information in the disaster area to the outside. These problems have attracted intensive attentions form more and more countries, organizations and even individuals. Presently, the emergency communication technology has be taken as an important measure to perform disaster relief and keep stability of the society. Besides, emergency communication technology has also be studied as an important issue by some International Standardization Organizations.As an advanced broadband satellite communication system in current time, the IPSTAR is widely used in the field of petroleum industry, forest monitoring, environment protection, coal mining. Because of its natural advantage of not being influenced by the environment, IPSTAR can play a dominant role in the emergency communication systems in face of serious natural and geological disasters.This paper mainly studies the design of an emergency communication system based on IPSTAR satellite broadband communication technology. Firstly, the details of the IPSTAR satellite broadband communication technology are introduced, then, the architecture of the IPSTAR based emergency communication system is presented, and the structures and working principles of the rescue command center station, portable terminal station and satellite communications command vehicle station are also explained. Finally, using a portable terminal station as an example, the set up procedure of an emergency satellite communication terminal station, the configuration of IDU and the alignment method of outdoor antenna are shown. The communication function test is performed for the IPSTAR based broadband communication system, and its practicability is verified. A meaningful attempt for establishing an emergency communication system based on IPSTAR was performed by this paper. |
