Cultural Rights, The Library Right Readers Rights And Its Relationship Studies

The cultural right is the right obtaining benefits through cultural activities, and it can be divided into the collective cultural right and the individual cultural right. The library right is a kind of collective right, which aims to safeguard the individual intellectual freedom. The realizing foundation of library right includes theoretical foundation, institutional foundation and economical foundation. The reader right reflected in the local library regulations or administrative rules is not comprehensive in China, but the specific content of the reader right can be incurred from the existing constitution or legal regulations. Reader right takes it as nature to protect and realize individual cultural right. Reader, government and library are three responsibility embodies to realize reader right, such as: the readers' obligation to strengthen information consciousness and information ability, the government's legislation, funds and supervision duty, the library' s literature resource and service duty. The library right and the reader right are the important components of the cultural right. With the property of the collective right, the ultimate goal of the cultural right and the library right is to safeguard the individual reader right in library fields. The cultural right could provide legitimacy basis for the reader right, and the library right could provide the institutional basis for the reader right.
