The development of the information society is depending on the right utilization of radio frequency. Radio management is the key means to guarantee the use of frequency to be efficient, reliably and without interference. And the radio monitoring who can measure, listen and direction find the frequency, is the basic technical method of the radio management. The coverage range is the most important index to evaluate a radio monitoring station or a radio monitoring network. It natural comes down to the layout problem of the radio monitoring station. Propagation model is the foundation of the radio monitoring. Because of the difficulty of radio channel modeling, researchers have done hard work to the layout problem of the radio monitoring station and network is.This article tries to setup a systemic and flexible layout method of the radio monitoring station and network, for improving radio monitoring efficiency, optimization the coverage range. And to achieve the layout of the radio monitoring network in Ningbo port-near district depending on the method.The main work and achievement of the article is as below:1. Setup the method to achieve the most suitable propagation model and the instance of the model. Through analyzing the characteristic of the target district and comparing the test with theoretical calculated result, the most suitable propagation model is achieved. The instance of the model is obtained based on the fitting method.2. Setup the method of radio monitoring network layout, which includes three phases, information collection, model confirming and layout confirming. The geographical information and the monitoring objects details are gathered in the information collection phase. The most suitable propagation model and the instance of the model are achieved in the model confirming phase. The stations layout of the optimization coverage range is confirmed in the layout confirming phase.3. The layout of the radio monitoring network in Ningbo port-near district is achieved via the method above.4. Through cost analysis, some advice is given to the investment to radio monitoring network.The investment to radio monitoring network is belong to state investment. This kind of investment must be strictly used according to the rules and regulations. This article is helpful to improving the fund usage efficiently. Up to finishing this article, three radio monitoring stations have been built up according to the layout.Because of the limitation of Ningbo geographical conditions, the layout method cannot be validated widely. In future, the research will be focus on the farther optimization, to achieve a more flexible and accurate layout method.
