In the network building, network operators consider the issue most necessarily. The issue is how to maximize spectrum efficiency, to make full use of existing radio network facilities, to provide more users with more content and value of business, and to achieve the optimal investment costs at the same time. Radio network planning directly affects the cost of the network building and operating performance, thus this is a very important step of the construction of the network.And propagation model tuning is an important step in 3G radio network planning. Only through accurate model we can predict coverage area radius of radio cell, capacity of radio network, blind area of radio networks coverage, and so on. The radio mobile communication environment is very complex. Landscape is vastly various in various regions. This determines that we can not use a single propagation model to reflect different radio communication environment. Whether the propagation models are accurate or not directly determines the credibility of radio network planning. A relatively accurate propagation models help to reasonably estimate the coverage of basestation and forecast state of the network coverage, thus to accurately estimate the number of base stations required, which meets coverage targets. This is strategically significant for network planning. For WCDMA network with a multi-business nature, whether propagation models are accurate or not more is directly related to the accuracy of system performance simulation, and has great impact on analysis of system performance.Here is the main content of this dissertation. Chapter 1 describes the relationship between network planning and the propagation model tuning, and whether the propagation models are accurate or not directly determines the credibility of radio network planning.
