With the rapid development of market economy, the expanding of fishing dimensions, there are some criminals ignore the laws and regulations relevant laws to cause many problems for the whole fishery management. Relevant laws and regulations has improved constantly, however, they still use more subtle means and techniques for various illegal activities. Therefore, how to use the existing science and technology to solve the problem of fisheries monitoring and management has a very important practical significance.In this paper, we deeply analyze and discuss the principles, system architecture and function of ship navigation and monitoring, and then we proposed a fishing boats navigation and surveillance method based on GPS/GPRS. The system consists of ship terminals and the monitoring center, the ship terminals are equipped with GPS positioning module and GPRS communication module, the monitoring center use GPRS to achieve wireless data transmission, and displaying location information on an electronic chart, which implements a centralized monitoring system for monitoring and scheduling the ship. Thus, we combines the GPS positioning technology with GPRS modern communications technology, not only perform GPRS packet switching technology with high-speed, real-time advantages, but also utilize the advantages of GPS positioning and electronic charts display real-time location information. Finally, it achieves intelligent remote monitoring and management between vessels and monitoring terminal. Ship terminal can receive and parse the GPS signal, it displays its location in real-time at the same time Ship terminal uses GPRS wireless communication module sent a variety of information to the terminal control center, monitoring terminals display on the device after map matching. Finally, the system achieves real-time monitoring of vessels. The monitoring terminal can also inquire the necessary parameters of the ships location, speed and status, and send scheduled control instructions, thereby it achieves scientific scheduling and management, improves operational efficiency.A fishing boat monitoring system can effectively help fisheries management center to address the monitoring of sea vessels and dispatching problems, promote information construction of fisheries management, and improve fisheries management. And most importantly, it can conveniently provide services for the fishermen.
