With the accelerated pace of urban modernization, urban lighting and lighting landscaping works get more and more attention, even become an important measure of city image. However, most of current monitoring and management systems in urban lighting are in a lower level of automation control and intelligent management, and vulnerable to season, weather and human factors, because they reduce the practicability, stability and security of the system with lower efficiency, lower timely response, more difficult to adjust, more complex to maintain and energy waste phenomenons. In order to meet the needs of people daily life and economic activity, a monitoring and management system with a high degree of intelligence, stable operation, energy efficient, easy to use and maintain, has become an inevitable requirement of modern cities.Due to the rapid development of science and technology, especially the technology of.NET, GPRS, GIS, automatic control, the monitoring system networking, sensor, software and database in recent years, the monitoring and management system in urban lighting research and development have been laid a theoretical foundation.Through the in-depth analysis of the development status and the existing problems on the monitoring and management systems in urban lighting at home and abroad, and with a full understanding of the actual operating environment and the actual use on the demand of the urban lighting system, the thesis gave a complete system solution set of monitoring center and intelligent monitoring terminal, which was about monitoring and management system in urban lighting and based on.NET/GPRS/GIS. The system used the combination of GPRS and Internet to achieve wireless transmission, the GIS to achieve visualization of urban lighting system, and the SQL Server database to achieve data storage and retrieval. We had successfully developed the monitoring center software and trial-produced the intelligent monitoring terminal’ system, what had achieved centralized control, monitoring and management of the urban lighting system.The monitoring center software adopted the Client/Server mode, and took Microsoft.NET Framework4.0as the development environment, MapInfo as the GIS development platform, Microsoft Visual Studio2010as the development instrument, and Microsoft SQL Server2008as the database server. According to the management needs of urban lighting system, the system was divided into seven functional modules with System Management, Alarm Management, Control Management, Measurement Management, Data Management, Display Management and Help, to realize the functions of Tele-Signaling, Tele-Measuring, Tele-Controlling, Tele-Adjusting, Tele-Viewing, Automatic Alarm, Graphic Display, Data Analysis, Inquiry Statistics and Printing.The intelligent monitoring terminal system adopted the design scheme of "the main MCU+the metering chips". Hardware circuits included the C8051F020central processor module, the ATT7022EU energy metering module, the current and voltage sampling module, the human-computer interaction module (LCD module and function keyboard module), the real-time clock module, the serial communication module, the light sensing module, the relay driver module, the power supply module and so on. At the same time, we analyzed and prepared for the intelligent monitoring terminal software program, including the analysis of the system control algorithm, the formulation of the communication protocol, the design of the system main program and each module driver.Finally, we made an operational testing for the hardware and software capabilities of the intelligent monitoring terminal. The results showed that the performance indicators of the system basically met the design requirements. We also made an operational testing for the monitoring and management system in urban lighting, and the results showed that the system had rich features, stable operation, high real-time, convenient for management and maintenance, and a good application prospect.
