With the development and rapid application of information technology, The management of power usage also went into the orbit of the informalization quickly. A various of centralized manage system for power usage, which based on all kinds of application platform and hardware equipment, had been widely used in college logistics management, it improved the scientific and efficient greatly in power management. But the current system still had some shortcomings:low measurement accuracy, weak interactivity, especially the current system lacks of safety monitoring ability seriously, except for its function needs improving, the existing power management system in structure design also needs to be improved, its schema of centralized cabinet erection needed high-cost of wiring and the construction is too complex.To fill the function and structural defects existing in power management system of Student Apartment, focusing on the security of power usage and its structural improvements of current system, to enhanced the terminal functions of system, we designed a intelligent meter as its terminal, this terminal could work completely independently, it reduced the work load of repeater efficiently, the measurement accuracy and interactivity are greatly improved. Further more, the smart meter designed in modularity, it based on infrared detection so it can cut off the power supply when no one stay in dormitory, it roots danger out in power usage of vacant dormitory. The capability of supervision in power using increased significantly. And this terminal can be installed in the dormitory independently, this improves the design of construction in current system, dispense with centralized installation, so it reduces wiring cost and complexity greatly by its bus network instead of Star-Lan routing of the current system. All the terminal work independently, the stability and reliability enhanced greatly.The first part introduced the general background and significance of develop for this system, gave a brief analysis of the existing problems in power management systems and the domestic and international research profiles, indicated the necessity and significance of this research and the main task in this paper.The second part presented the system design framework, introduced the selected hardware. chiefly, including the master chips STC12 series, measurement chip ADE7755, infrared detect chip BISS0001 and communications chip 485 and so on.The third part, this part was given for the specific design of the hardware, this part introduced the main hardware modules in the system design in details, analyzed the design principle of measurement unit, the selection and calculation of the shunting, the verification network and measures for anti-jamming, and with necessary interpretation for other circuit elements such as infrared detection, Design of main control unit.The forth part was the software part. It elaborated the major structures and software processes in slaver, repeater and the PC control software. and introduced the serial communication and the communication protocol described in detail, focused on the method of data access and operation in database design.The fifth part, the test part, this chapter gave the test results of each module and the whole system to verify the system's function that expected.The final part was for the prospect of this system in application and the future capabilities in its extension.
