With the quick development of economic society and the further boost of urbanizationprocess in Minhang District Shanghai, social openness and mobility are greatly increased andpopulation structure has been changed. Many people move to center area, and amounts oflocal rural people become into urbanians. The number of people from other cities coming toshanghai increases rapidly. Statistics in June2010, the Minhang District there is a populationof nearly2.13million floating population of980,000, ranking second in the city. Theincreasing of population and changing of structure, plus the large area and convenienttransportation, which bring a big challenge to social stability and management. As animportant social security force, the Security Auxiliary Police Force Team of The MinghangDistrict Public Security Bureau, which is under the command and management of TheMinghang District Public Security Bureau, is mainly responsible for the social security patrolof Minghang District. In order to adapt the new situation of Minghang's society and economicdevelopment, solve the existing problems in the social security patrol in the past, strengthenthe supervision of auxiliary police team, improve the result of social security patrol, maintainthe Minhang District social order and stability, the Minghang District Public Security Bureaudecides to arm this auxiliary police team with the help of advanced information technology tocarry on the design of social security patrol supervisory system.In allusion to the actual demand of social security patrol supervising of the MinghangDistrict Public Security Bureau and feature of the auxiliary police team's daily street guarding,with the research and analysis of various mobile positioning technology's developing statusand relative merits, this paper defines the aim of establishing the social security patrolsupervisory system on the basis of the GPSOne technology. Based on this aim, we have identified the distributed system structure of platform application to the public securitydepartment and mobile phone client application to team members of the auxiliary police team,and have carried on the overall plan and detailed design of platform and mobile phone clientapplications separately. The platform application uses the technologies of GIS, Web2.0andthe Web application software integration framework, and achieves the aims of positionmonitoring, case disposal, task distribution, track monitoring, patrol regional management,statistical analysis, etc. The mobile phone client application uses the technologies of Brew,GPSOne mobile positioning and CDMA3G wireless communication technology, andachieves the aims of position information reporting, case reporting, my task, and so on forteam members of the auxiliary police team.At last, we use rapid prototyping method in system develop process. During thedevelopment we discussed with the users regularly and implemented the system by aniteration process, thus, decrease the time expense remarkably, and with strictly unit test,program function test, performance test to the system. Base on the defects found by the test,as well as users' feedback, the system has been modified and improved. At present, thissystem already passed the Third Party Test of Shanghai Software Test Center and the expertsevaluation organized by Shanghai Minhang public security bureau. It has come into wide useamong the auxiliary police team of Minhang public security bureau, and plays an importantrole in the social security guarding of Minghang, Shanghai. |
